Safety and security to AEROSPACE SAFETY AND SECURITY [ASAS] means the same thing. With out security there is no safety, with out safety passengers and employees are not secure. We provide both, safety and security in an integrated manner through the application of aerospace system safety methods. 

Terror Triangle: ASAS developed a simple explanation to provide understanding of the current and future security concerns. The 3Ms [motive-means-moment] are the basis for the Terror Triangle.

MOTIVE: {Criminal Intent} is the basis for crimes against aviation and is the element most significant in the consideration of security.  

MEANS: [Availability of a destructive device and/or weapons] is the second most significant requirement for a criminal act that should and must be considered.

MOMENT: [Moment of opportunity to commit an act of terror] this is the least desirable method for intercept, professional security should not rely on the moment of opportunity.

The three I's in the order of INTELLIGENCE-INVESTIGATION-INTERFERENCE ASAS considers as the best professional security measures to be applied. Intelligence is the most important first step, which leads to investigation and finally interference by law enforcement [arrest] to prevent a crime.

ALLOWABLE SECURITY MEASURES UNDER THE US CONSTITUTION'S FOURTH AMENDEMENT

Current Issues: During 2010 the new TSA Administrator John Pistole initiated a study for the concealment of destructive devices in underwear and began the abusive pat-down of airline passengers. This raises not only constitutional questions, but felony violations of existing federal criminal statutes against children and the disabled. Without provocation or probable cause, children can be sexually abused by TSA screeners [perverts] wearing police badges. American citizens with body-metal, who ring the metal detector - [often disabled veterans with security clearances] are subjected to these sexually abusive maximum prison (max-pen) body searches. 

How John Pistole went from a metal detector to these sexually perverted methods would keep a psychiatrist busy for a long time. TSA should know that plastic explosives do NOT ring the bell of a metal detector. Also, bin Laden is not stupid enough to send a suicide bomber with body-metal. While TSA screeners can use a karate chop during pat-downs to hurt passengers in their groin, these TSA screeners are protected under federal law from any response in kind from these abused passengers. While the Constitution's Fourth Amendment protects the rights of dangerous criminals - the TSA abuse does not protect honest law abiding travelers under the current John Pistole's declared constitutional nuisances.

Why should the TSA be distracted and misdirecting the scarce resources by patting-down retired military generals, FBI agents, airline pilots with security clearances, while drugs, weapons go through the TSA secuity unimpeded? TSA MUST focus on security theats and not this TSA-Theatre.    

DISTRACTIONS: be it safety or security, distractions are one of the most significant problems we face. The TSA policy by considering all 308 million Americans as possible suicide terrorists is the most significant issue we face in our National Security. It is humanly impossible to provide fullproof security when every citizen TSA considers as a potential suicide bomber.  

SECURITY THREAT ASSESSMENT (STAT) is by design to confirm that individuals do NOT pose a threat to national security or airline transportation security. Based upon this directive, ASAS is proposing the use of the PASSPORT CARD under the 2004 President Bush executive order Homeland Security Presidential Directive-12 (HSPD-12).  Having a standardized tamper proof or resistant identification of US citizens with sufficient information should allow the TSA-Pistole denied Trusted Travel program to be initiated. 

Pilot Licenses
amazingly, while many of the 9/11 terrorists had pilot licenses, and Congress in 2004 directed the FAA to issue licenses with pictures, fingerprints and other bio information - a turf war between the FAA and TSA completely ignored this Congressional mandate.  

NATIONAL EXPLOSIVE DETECTION CANINE TEAM PROGRAM [K-9]  provides a good alternative to the John Pistole's needless sexually abusive pat-downs. Socially accepted and child friendly K-9s are considerably more efficient in explosive detection than these currently used perverted Pistole pat-downs. We believe that K-9s would also be more effective in preventing body cavity explosive devises from passing by security.    

The safe-runway technology reduces and in some cases eliminates long lines of airliners parked close to public roadways while waiting for takeoff. Reducing these long lines of passenger airliners provides greater airport security.   

During the December 6, 2010 Security meeting in Washington D. C. CEO Dan Gellert raised the security issue with TSA Administrator John Pistole as to the use of the U. S. State Department issued Passport Cards for providing a more tamper proof document with a picture, fingerprint and bio data to make airports and airlines more secure. 

The pat-down of the six year old child at New Orleans is a felony violation of federal statutes punishable by life in prison, even when committed under the color of law. John Pistole should know this becaus of his law enforcement background.   

RECOMMENDATIONS: Congress should amend the Aviation and Transportation Security Act of 2001 and create a Transportation Security Administration Council [TSAC] - the TSA Administrator acting as chairperson a Senator and Congressman along with ad hoc members - such as radiologist and behaviour specialist completing the membership. This is very important to provide continuity and constitutional protection for the DHS/TSA security system. Decisions effecting the traveling public at large is a demonstrated over burden for a [single person] TSA Administrator.

Airport security would be best served by private screeners with a strong professional TSA oversight. TSA should be in a position to observe the security measures and under periods of high alert move security experts to airports, and all other transportation modes quickly. With the current TSA security much of the effort is misdirected and is used to justify TSA practices. 

A security analysis of the shoe and underwear bomber demonstrates a major weakness in TSA security.  The foreign shoe bomber was a British citizen traveling with a passport issued in Brussels, boarding a US bound flight in Paris. The underwear bomber's father informed authorities of his sons radical behavior. Both of these terrorist were on airliners approaching US airspace subdued by alert passengers and flight crews. TSA must tighten security in many ways, (1) both the FAA and TSA must work together to issue new secure US pilot licenses (2) TSA must provide additional security in cases of brand new foregn passports (3) and analize domestic security in line with the use of the federal government issued tamper proof Passpord Cards to institute a realistic attitude toward considerations of criminal and terror potentials.          

Currently, every newly appointed TSA Administrator can initiate new and more perverse security measures with out proper oversight to create an impression of being a tough new J. Edgar of TSA; and covering these actions by claiming protection under security provisions of the Act.
